Neville has called for United to make two new signings this week
The Premier League transfer window is set to close on Friday at 11pm.
Before then, according to Neville, United needs to get a midfielder and a left-back.
After the Red Devils defeated Nottingham Forest on Saturday, he criticized them for being rigid.
To win 3-2 at Old Trafford, Erik ten Hag’s team overcame a two-goal deficit.
Speaking on The Gary Neville Podcast, he explained: “You always feel under Ten Hag, they’re not fluid at all at this stage of the season. They’re always scruffy the first few weeks.
“You think about the Wolves game where Wolves were really unlucky not to get the victory. Nottingham Forest will feel really hard done by too. They also get beat at Tottenham.”
As for the clash with Arsenal, he added: “They’ve got a match against Arsenal, which will be really interesting because Arsenal slipped up.
“United, it isn’t quite going for them yet. It isn’t quite happening… but they’ve put six points on the board. I think that somehow, that’s quite important.
“Two tough away games with Tottenham and now Arsenal. If they hadn’t won their home games they’d be under pressure.”
Neville went on to suggest Ten Hag makes a pair of signings this week, ahead of Friday’s deadline.
“I think they have to try to do something in the transfer market this week,” he continued. “They need to get players out.
“Some clubs get players out really well but United don’t tend to do that.
“They’ve got players in better this summer. There’s no doubt they want another player or two. A left-back and central midfield player. I think they need that or else they’ll be put under real pressure.”

Erik ten Hag has been urged to sign a left-back and midfielder
In recent days, United has been connected to a number of targets in both positions.
Ryan Gravenberch, a long-term target, is once more expected to leave Bayern Munich.
One of the left-backs that is said to be on Ten Hag’s radar is former Chelsea defender Marcos Alonso.
